Do old test reports still count?

Help & AdviceReading time approx 3 min

If you had your blocks tested or paid for an engineer's report in the past, you may wonder whether that work still counts. It can help, but in most cases it does not replace the current scheme's own steps.

Will the Housing Agency test my blocks again?

Yes, at present. The Housing Agency carries out its own core testing, even if you had cores taken before. You can submit your old coring reports with your application, but they do not normally replace the scheme's own testing.

Why is there a new process?

The revised scheme, from 2023 onwards, is run by your local authority on behalf of the State. In Donegal, that is Donegal County Council. The scheme covers Donegal, Mayo, Clare, Limerick and Sligo.

Under the revised scheme:

  • A Building Condition Assessment (BCA) is required for full remediation grants.
  • The BCA must be carried out by a registered engineer using the official Housing Agency process. See registered professionals.

The State moved to the BCA model to standardise how damage is categorised (Category 1 to 3) and how grant levels are set.

I never joined the original scheme. What now?

This applies if, for example, you paid €5,000 to €7,000 for an engineer's report but never sent in a full application, or were never approved into the scheme.

Do I need a BCA?

Yes. If you never formally joined the old scheme:

  • you are treated as a new applicant
  • you cannot move on to remediation without a BCA
  • you must make a fresh application under the current rules.

There is no way around the BCA requirement.

Can I claim back my original engineer's fees?

Unfortunately, probably not. If the report was commissioned outside an approved scheme application, those costs are generally not reimbursed after the fact. The revised scheme does reimburse professional fees, but only where they are part of an approved application.

In short, if you never formally joined, the earlier €5,000 to €7,000 is unlikely to be recoverable.

I joined the original scheme but did not go ahead. What now?

This applies if, for example, you were found eligible, or even approved in principle, but did not go on to works. Your situation is more nuanced.

Can I use my old report instead of a BCA?

If you engaged an approved engineer and have an I.S. 465 report dated before 3 July 2023, you can upload it in place of the BCA report.

If you were approved before and your engineer's report meets current technical standards, you may be able to use your existing documents to move forward. In practice, though:

  • most applicants from the old scheme are still being asked to complete a BCA
  • there is no automatic exemption
  • your earlier documents may reduce the amount of work that has to be repeated.

Ask your local authority case officer to confirm what applies to you.

Can I recover the original €5,000 to €7,000?

If you were formally accepted into the old scheme, professional fees from that approved application may be claimable under the revised scheme. Whether they are usually depends on:

  • whether the costs were part of an approved stage
  • whether they fall within the revised professional fee caps (see grant rates and the cap)
  • whether you have receipts and certification.

Some applicants who moved over from the original scheme have had earlier professional fees recognised, but each case is different. Keep every receipt, and check with your local authority. For the full application process, see our step-by-step guide to the scheme.
